Beringasnya sebagian rakyat Indonesia kembali makan korban.

Entah 3 atau 4 atau 6 korban jiwa di Cikeusik akibat serangan biadab sebagian masyarakat yg tidak suka dgn tindak tanduk Ahmadiyah.

Di twitter, semuanya rame dari mengutuk tindak kekerasan sampai berduka karena Bhinneka Tunggal Ika disebut2 sudah mati.

Gue memberi waktu utk diri gue sendiri berpikir tentang semua ini, dan teringat bahwa beringasnya masyarakat Indonesia ini bukan cuma sekali. Konflik Poso. Kerusuhan 98. Kerusuhan Priok. Dan sejumlah peristiwa di Indonesia pernah membuat kita semua bertanya tanya “Kok kita beringas banget sih?”

Biasanya, Polisi kemudian muncul di TKP setelah kejadian, mensterilkan tempat kejadian, melakukan penyidikan, lalu (yg umum terjadi) menangkap provokator yg manas2in kerusuhan terjadi.

Yg lupa utk ditanggapi, krn mungkin juga polisi merasa bukan jurisdiksi mereka, adalah tentang mudahnya masyarakat utk main hakim sendiri.

Perhatiin baik2 kalimat berikut:

Tidak ada bedanya, pembantaian & pembunuhan di Cikeusik dgn pembantaian & pembunuhan maling yg dihakimi massa.

Perbedaannya hanya skala.

Ketika maling ayam atau motor ketangkap basah oleh masyarakat, sering kali malingnya dipukuli, disiksa, bahkan beberapa kesempatan dibakar massa.

Namun kejadian ini terlalu “casual” bagi kita sehingga kita sudah bisa menerima ini sebagai hal yg “biasa”. Padahal sama sekali tidak.

Tidak ada yg normal dari maling yg dibakar oleh massa.

Namun, dlm skala kecil seperti itu, selalu terjadi pembiaran oleh aparat.

Tidak pernah (atau setidaknya tak pernah terekspose) kita melihat masyarakat yg main hakim sendiri dan membunuh si maling ditangkap dan dihukum dgn tegas.

Karena Polisi tidak menindak tegas para “hakim” maka pembiaran itu berlanjut kepada sesuatu yg lebih besar lagi.

Soal hal2 kecil yg dibiarkan akan berlanjut kepada hal2 yg besar. Bahwa kalau mau menurunkan angka kejahatan di sebuah kota, harus dimulai dari penindakan thd kejahatan2 kecil.

Coba bayangkan, masyarakat di Indonesia itu sering main hakim sendiri karena di mata mereka, statusnya jelas. Si Maling itu salah. Dan mereka benar. Maka maling itu pantas ditindak oleh mereka.

Persis sama seperti Cikeusik. SK3mentri telah memposisikan Ahmadiyah di posisi ilegal (ini masalah yg beda lagi) Sehingga, karena polisi dan aparat dirasa tidak tegas, mereka merasa benar utk mengambil tindakan sendiri.

Karena toh selama ini masyarakat dibiarkan utk main hakim sendiri, ya masyarakat akhirnya bergerak lagi utk menghakimi Ahmadiyah.

Karena toh selama ini masyarakat tidak ditindak oleh Polisi dgn jelas ketika mereka memukuli, menyiksa dan membakar maling, maka mereka pikir, mereka bisa lakukan hal yang sama lagi.

Bedanya kali ini keterkaitannya dgn Agama sehingga seluruh Indonesia jadi sensitif.

Akar dari keberingasan di Cikeusik ini adalah pembiaran aparat penegakan hukum terhadap keberingasan masy dalam level yg lebih rendah.

Polisi harus jelas menindak mereka yg main hakim sendiri, dan mengkomunikasikan penindakan tsb ke masyarakat via media sehingga masyarakat tahu bahwa kalau mereka main hakim sendiri, mereka akan ditangkap.

Kelak di benak masyarakat adalah: Kalau gebukin maling aja gue ditangkap dan dipenjara polisi, apalagi menyiksa dan membunuh.

Ini adalah satu teori.
Tepatnya “Broken Window Theory”

Tentu bisa benar dan bisa salah.

Teori gue ini memposisikan aparat sebagai pihak yg salah terhadap keberingasan masyarakat di Indonesia.

Aparat hukum tidak tegas di level yg rendah dlm melakukan penindakan. Aparat hukum tidak mampu utk meredakan keberingasan.

Kebenaran teori ini, bisa didiskusikan kelak.

Tapi yg jelas jelas benar dan perlu dijaga adalah..

Demi hilangnya keberingasan sebagian masyarakat, pastikan adalah Hakim di sidang, dan bukan Hakim di jalan yang pada akhirnya ketok palu.
